Limit the utilization of serializable transactions

A user encountered this error when deleting a vm:

self.cursor.execute("UPDATE vms SET deleted = now() WHERE email = %s AND

psycopg2.errors.SerializationFailure: could not serialize access due to
read/write dependencies among transactions
