Make new apps.json downloading more reliable #170

I am now running rm ~/.abra/apps.json as it seems like the logic for this is not always working reliably. See 87f9c16db4/abra (L514-L530) for more. We only want to grab a new apps.json when we have to. Worst case we always download it and then rely on --skip-update / --fast to speed things up?
