Docker updates some meta and stuff but otherwise doesn't update the actual container. However, from the abra side of things, I can imagine the running of a deploy command that doesn't actually deploy something is confusing. So, if we matching versions from the app repo and the deployed versions, then bail out with a sucess message, "you're on the latest, well done"
