We might want to generate config.php rather than people needing to finish the set-up in a browser.

It's nice to be able to configure app and server settings during the installer, but having to enter database config is a bit of a chore.

Webarch's Nextcloud Ansible role runs the occ installer, which we could replicate -- although like Mediawiki, we might run into issues if the installer won't run with a config file present.
