The bot can watch every repo under the compose-stacks namespace and will automatically submit PRs for container upgrades which will keep our config versions fresh.

This combined with a solution for CI (see compose-stacks/planning#8) would mean that we have some assurances that our base configs are moving with the ecosystem.
