Consuming `machine-docs/BUILDER-INBOX.md` in the same commit that seeds cfold state. Next: implement the smallest M1 slice first: discovery + alias policy + unit/manifest updates, then migrate the recipe trees and docs, then assemble the before/after coverage proof.
