Brings the PO up to the same harness the lichen orchestrator runs. Adds the Tangled
tooling — tangled_pr.py (file a pull), tangled_repo.py (create a repo), tangled_pr_edit.py
(edit an existing pull's title/body) — plus the watchdog work since v0.1.0: build-aware
stall detection, WAITING-UNTIL proof-of-life, [pipeline] stages with push-on-retire,
persistent-agent wakes surviving SEQUENCE-COMPLETE, and per-gate token logging.

`agents.py status` reads the PO's agents.toml unchanged on the new engine; the PO agent
kept its session across the bump, the watchdog was restarted onto the new code.
