<p><strong>Contemporary discussion about</strong> automated computer systems&nbsp;is feeding into a moral panic for which technology is the savior. As mentioned in various (and usually United States-based) news stories and popular discourse, systems powered by bad data, bad algorithmic models, or both lead to high-tech discrimination misclassifications, over targeting, disqualifications, and flawed predictions that affect some groups, such as historically marginalized ones, more than others. To remedy this problem, many argue that the introduction of fair, accountable, and transparent machine learning will thwart biased, racist, or sexist automated systems, or so the story goes.</p>

<p><br>But what computer scientists, engineers, and industry evangelists of fair machine learning get wrong is the sufficiency of technical tweaks to prevent or avoid discriminatory outcomes. This weakness stems not only from the fact that fairness, the counterpart to discrimination2, means many different things depending on ones normative understanding of equality. It also derives from the fact that these competing frameworks marshal different resources and remedies that variously involve laws, institutional policies, and procedures, as well as require cultural transformation to shift peoples behaviors, norms, and practices towards individuals and groups that differ from the status quo. Moreover, as Young (Citation1990) explains, discrimination ties to larger processes of oppression, which leave socially different groups susceptible to processes of violence, marginalization, exploitation, cultural imperialism, and powerlessness.</p>

We show how many groups prioritize the specific experiences of marginalized groups and see through technology, acknowledging its connection to larger systems of institutionalized oppression. This decentered approach contrasts the process-oriented perspective of tech-savvy civil society groups that shy from an analysis of systematic forms of injustice. Anecdotal information and incidental reports provide us with some direction but there is still a lack of clarity about the extent of data-driven policing and high-tech surveillance and how this emergent issue touches the daily lives of racialised and marginalised groups.</p>

Such inquiries help to gain crucial insights from the ground to inform strategies contestation and community resilience, and inspire coordinated strategies and actions. Furthermore, stories of how implementation works out in real life are needed to challenge mainstream assumptions on racialised criminalisation and to shift industry lead tech narratives.<br></p>

Across the continent, evidence of racial profiling by police forces is increasing. Meanwhile, issues of institutional racism are hardly addressed. Groups and individuals confronting the harms of racial profiling, over-policing and surveillance now face an additional challenge: the shift to data-driven policing.</p>

She is part of&nbsp;LABO vzw, a non-profit educational organisation that strives as a movement towards a strong civil society that work to create social change and a commitment to social justice. She currently co-leads two projects: Our Data Bodies, which examines the impact of data collection and data-driven technologies on members of marginalized communities in the United States, and Justice, Equity, and Technology, which explores the impacts of data-driven technologies and infrastructures on European civil society. She is also a visiting scholar in the School of Media Studies at The New School, Affiliated Fellow of Yale Law Schools Information Society Project, and Affiliate Fellow of Data &amp; Society Research Institute.</p>

<p class="has-roboto-serif-font-family">EDRi is the biggest European network defending rights and freedoms online.&nbsp;Sarah Chander leads EDRi's policy work on AI andnon-discrimination with respect to digital rights. She is interested in building thoughtful, resilient movements and she looks to make links between the digital and other social justice movements. Sarah has experience in racial and social justice, previously she worked in advocacy at the European Network Against Racism (ENAR), on a wide range of topics including anti-discrimination law and policy, intersectional justice, state racism, racial profiling and police brutality. Before that she worked on youth employment policy for the UK civil service. She was actively involved in movements against immigration detention. She holds a masters in Migration, Mobility and Development from SOAS, University of London and a Law Degree from the University of Warwick.</p>

Anecdotal information and incidental reports provide us with some direction but there is still a lack of clarity about the extent of data-driven policing and high-tech surveillance and how this emergent issue touches the daily lives of racialised and marginalised groups.</p>

Such inquiries help to gain crucial insights from the ground to inform strategies contestation and community resilience, and inspire coordinated strategies and actions. Furthermore, stories of how implementation works out in real life are needed to challenge mainstream assumptions on racialised criminalisation and to shift industry lead tech narratives.<br></p>

<p class="sans-serif-bold has-roboto-serif-font-family has-standard-font-size" style="line-height:1.6"><strong>Slowly but surely </strong>a push-back against data-driven technologies is growing. There is a great potential here to learn from each other and the different present-day campaigns and strategies both from close allies as across movements. Similarly, insights from a wealth of histories of resistance against repression can inform and inspire organising today. Collecting stories places struggles side by side, makes struggles visible to one another, surfaces our connected experiences and broadens our scope of what is possible.<br><br>With <em>Refusing Control </em>we want to recognise and uplift efforts of organising and movement building. We will do so by documenting and sharing stories of relevant community organising and advocacy, facilitating collective learning about practises of organising and connecting the dots for future collaborations.</p>
