What changed

Moves mattermost-lts from the weekly tier to external in cc-ci-plan/used-recipes.md, matching the existing plausible precedent.

Why

Requested by the operator: stop the weekly recipe-report flow from checking mattermost-lts for updates and running upgrade + !testme verification on it.

Effect

  • The weekly /upgrade-all survey, upgrade PRs and their !testme verification no longer run for mattermost-lts.
  • cc-ci still deploys/tests it: the recipe mirror, tests/mattermost-lts/ and the !testme bridge enrollment are unchanged, so manual/on-demand runs still work.

One-line inventory change; no code. used-recipes.md is the canonical inventory read by /upgrade-all (which drops external rows).
