autonomic-bot afa6922093 config: drop mattermost-lts from weekly upgrade set (-> external) 
Move mattermost-lts from weekly to external in used-recipes.md, matching the
plausible precedent. The weekly /upgrade-all survey, upgrade PRs and their
!testme verification no longer run for it; cc-ci still deploys/tests it and
the recipe + tests stay enrolled.
