chore(secrets): bump secrets submodule -> 2ce5f86 (bridge_gitea_token rotation)

Points the flake at the re-encrypted secrets.yaml carrying the fresh
bridge_gitea_token. Deploy with nixos-rebuild on cc-ci node.
