Recipe upgrade: mariadb 12.2 → 12.3

Upgrade details:

Service Current New
db (mariadb) 12.2 12.3
keycloak 26.6.2 26.6.2 (unchanged)

Breaking changes: None expected — MariaDB 12.3 is a minor point release in the 12.x series. Docker image handles schema upgrades automatically.

Commits on top of upstream master:

  • 5f1f401 chore: upgrade to 10.8.0+26.6.2

Tested green on the cc-ci recipe CI server (full suite, cold, against this PR head). NOT merged — for operator review.
